The supervisory board

The role of the Supervisory Board is to oversee and provide continuous monitoring of how the Company is managed by the Executive Board and the Chairperson. The Supervisory Board is appointed by the collective decision of the members. It meets as often as required in the interest of the company, and at least once per quarter.

The executive board

SIACI SAINT HONORE is managed and represented by Pierre Donnersberg (as Chairman of Sisaho International SAS). As part of their operational management duties, the Chairperson is assisted by an Executive Board. It is currently made up of 9 members, appointed by the Supervisory Board, and meets as often as required in the interest of the Company.

The Executive Committee, EXCOM, is the body that considers and takes decisions regarding the Group’s strategy, development, organization and steering. It meets every two weeks.


Pierre Donnersberg

Pierre Donnersberg, who studied at the Ecole Supérieure de Journalisme de Paris, started his career at La Séquanaise before joining AGF and Winterthur. In 1988, he founded Courtage Saint-Honoré within the Compagnie Financière Edmond de Rothschild. The following year, in partnership with the Pelège Group, he founded Compagnie de Courtage des Assurances Saint-Honoré (CCASH), which became Assurances & Conseils Saint-Honoré (ACSH) in 2003.
In 2007, he was appointed Chairman of the SIACI SAINT HONORE Group, the result of a merger between ACSH and SIACI.

He initiated the international expansion of the group in 2000 with the creation of Mobility Benefits, then the acquisition of European Benefits Administrators which went on to become MSH INTERNATIONAL (MSHI).

He stepped up the group’s international development by opening offices in Canada and by acquiring Norfolk Mobility Benefits to create MSH INTERNATIONAL (CANADA).
In 2004, in the United Arab Emirates, he created the subsidiary MSH INTERNATIONAL (DUBAI), then acquired Shanghai Taï Kaï in 2009 which became MSH China, thus enabling MSH INTERNATIONAL to become the world’s leading broker in the design and management of international healthcare solutions for mobile individuals. In 2016, MSHI acquired Expat Insurance Pte Ltd. in Singapore.
In 2016, he was made Officier de l'ordre national de la Légion d'honneur and in 2019 Chevalier de l'ordre des Arts et des Lettres.

Since 2019, Pierre Donnersberg has also been a member of the Honorary and Support Committees of the Espérance Banlieues association, whose mission is to give a real chance of success to young people from disadvantaged neighborhoods through a network of schools with personalized programs and small classes.

Jean-Marie Le Guen

Advisor to the Chairman
Jean-Marie Le Guen is a Doctor of Medicine and has a post-graduate qualification (DESS) in health economics. A former member of the French National Assembly and government minister, he held the post of Director of the social innovation laboratory at the Fédération Nationale de la Mutualité Française and Medical Director of la Mutuelle des Etudiants de France from 1980 to 1988.

Jean-Marie Le Guen was elected Councilor for the 13th arrondissement of Paris in 1983 and became the National Assembly member for the 9th district of Paris in 1988.
He acted as rapporteur for a number of legislative bills, including the Evin law on tobacco and alcohol.

In 2008, Jean-Marie Le Guen became Deputy Mayor of Paris and chaired the Board of Directors of AP-HP. He was appointed Secretary of State for Parliamentary Relations in 2014 and Secretary of State for Development at the French Ministry of Foreign Affairs in 2016.

With thirty years’ experience in public office, Jean-Marie Le Guen joined SIACI SAINT HONORE in 2017 as advisor to Pierre Donnersberg and a member of the Executive Committee.

Hervé Houdard

Hervé Houdard has spent most of his career working for insurance and reinsurance brokers. He started out within the insurance company Rhin & Moselle Group. From 1982 to 1994, he was Head of the Maritime and Transport Division, Deputy Managing Director then Director of Sedgwick Management Services. From 1994 to 1999, he was Sales Director and then Deputy Managing Director of Cecar, and then went on to become Managing Director of the J&H Marsh & McLennan Group, the global leader in services and consulting for insurance and risk management.

From 1999 to 2009, Hervé Houdard was Vice CEO and Managing Director of AON France, where he made a significant contribution to the Group’s development and sales promotion.

He joined the company in 2009 as CEO and became Vice-Chairman of the Executive board in the following years. Hervé is now Vice-Chairman of Acropole Holding, the holding company of the Group. He was Chairman of the Chambre Syndicale des Courtiers d'Assurance et de réassurance (CSCA, Union of insurance & reinsurance brokers) from June 2014 to September 2015. He has also played an active role in work aimed at creating more transparency in French brokerage in cooperation with the Association pour le Management des Risques et des Assurances de l'Entreprise (Amrae, Association for the management of corporate insurance and risks).

Stephane Lhopiteau

Finance Managing Director
A graduate of the HEC Business School and a chartered accountant and auditor at the National Defense Institute of Higher Education (IHEDN), Stéphane recently managed the successful financial and legal restructuring of the Areva Group in his role as Finance and Legal Director. Having begun his career in a communications agency, Stéphane joined the firm Arthur Andersen in 1994 where he remained for over 10 years, being promoted to partner in 2002.

The biscuit group Morina Baie St Michel recruited him in 2004 as Director of Development and Finance. In 2008, he was appointed Administration and Finance Director of the DCNS Group (now Naval Group), before moving on to the Thales Group in 2011 as Deputy Finance Director, becoming Senior Vice President, Performance & Business Services in 2013. In 2015 Stéphane joined the Areva Group and in 2018 took over the management of the Finance and Legal department at Orano with additional responsibility for digital transformation and IT.

In November 2019, Stephane joined SIACI SAINT HONORE and his Executive Committee as Finances Managing Director.

Cédric Charpentier

Managing Director SIACI Corporate & Specialty (SCS) France and International
Having graduated from NEOMA Business School, Cédric Charpentier began his career at Allianz in London in 1995. Two years later, he joined AXA Corporate Solutions in Paris as Head of Marine Cargo Underwriting, initially for France and then globally.

In 2011, Cédric Charpentier joined AXA Gulf in the United Arab Emirates as Chief Sales and Distribution Officer. He was then promoted to Chief Executive Officer – AXA Gulf and member of the Board of Directors in 2016. He was also appointed Foreign Trade Advisor of France. In 2019, Charpentier assumed the additional responsibility of Strategic Development Officer for AXA Saudi Arabia and AXA Turkey, at the head of more than 2,000 employees. He was also a member of the AXA International and New Markets Executive Committee.

In November 2019, Cédric joined SIACI SAINT HONORE as member of Executive Committee and Managing Director of SIACI Corporate & Specialty – France and International

Thierry Vachier

Managing Director 
Employee Benefits and Consulting France & International

With an Advanced Studies Diploma (DEA) in international finance and as a graduate of the Institut d’Etudes Politiques, Thierry Vachier started his career in banking, with Lazard Bank and then American Express. He then moved to the joint management and mutual insurance sector, as Director of Development with the Malakoff Group then the GPB Group, before joining, in 1999, the brokerage field with the DIOT Group as Director of Death & Disability.

In 2004, Thierry Vachier joined Assurances & Conseils Saint-Honoré (which became SIACI SAINT HONORE in 2007) as Director of Sales and Development for Group Pension and D&D plans.
 In January 2009, he became Executive Director of Employee Benefits and Total Rewards and in 2017, Managing Director in charge of employee benefit plans' professions, HR Strategy and total rewars.

Frédéric van Roekeghem

Managing Director
A graduate of the Ecole Polytechnique (class of 1980), ENSTA, and holder of an Advanced Studies Diploma (DEA) from the University of Paris-Sud and of a Master of Science from the University of Santa Barbara, California, Frédéric Van Roekeghem began his career with the Defense Procurement Agency (DGA) of the French Ministry of Defense. In 1990, he joined the French Ministry of Economy and Finance, where he was in charge of monitoring the competitive public sector and research programs under the Budget Department. He was then Head of the Pensions Bureau and Specific Pension Schemes and Technical Advisor to the Minister, in charge of employment and social affairs.

Between 1997 and 2003, he then became successively Director of the Fonds de Solidarité Vieillesse (FSV, Old-Age Solidarity Fund), Director at AXA Group Audit then Director of the Agence Centrale des Organismes de Sécurité Sociale (ACOSS, Central Agency for Social Security Bodies).

In 2004, Frédéric Van Roekeghem became Principal Private Secretary to Philippe Douste-Blazy, the French Minister of Health and Social Protection, and was appointed Managing Director of the Caisse Nationale d’Assurance Maladie des Travailleurs Salariés (CNAMTS, French National Health Insurance Fund for Salaried Workers) and of the Union Nationale des Caisses d’Assurance Maladie (UNCAM, National Union for Health Insurance Funds).

In 2014, he took over at the helm of MSH INTERNATIONAL, a subsidiary of SIACI SAINT HONORE.
In 2017, he was promoted to the position of Deputy Managing Director, in charge of the subsidiary MSH INTERNATIONAL.

He was made an Officer of the French Legion of Honor in 2015.

Pierrick Leprince

Managing Director Swiss Risk & Care

Pierrick Leprince has been working in the insurance field for 35 years and had various positions at Abeille Assurances and GAN France & Canada before being appointed as Chief Operating Officer of the branches of Winterthur in France.

Then he became the Chairman of the broker TEMERIS before joining the P&C Division of the April Insurance Group as Chairman and CEO. Since 2013 he has been working as Managing Director and Administrator at Swiss Risk & Care, the leading broker in the Lake Geneva area, based in Geneva, which employs over 200 persons and a 50% subsidiary of SIACI SAINT HONORE.

Pierrick Leprince graduated in Economics & Statistics and studied at the CPA Paris.

Xavier Corman

Deputy Managing Director
Director of Group Organisation & Integration

A graduate from the EM Lyon business school, Xavier Corman began his career in audit and consulting firms with KPMG and PriceWaterhouseCoopers. Then he quickly contributed to the management of large-scale projects, including the organization of the FIFA World Cup in 1998 and the creation of the website Cityvox, now Yelp.

In 2002, he became the Finance Director, then General Secretary for the France area of Freshfields Bruckhaus Deringer, before joining CBRE in 2013 as Chief Operating Officer and a member of the Management Committee.

In 2015, he joined SIACI SAINT HONORE as General Secretary. As such he will be in charge of the financial and administrative division, legal activities, internal control, procurement, general services and security.
In 2017, he was named Deputy Managing Director.

Naguib Boudjellal

Director of Corporate Communications
Naguib has a degree in Economics from the François Rabelais University (Tours), France and a post-graduate qualification (DESS) in Insurance from the Paris II Assas University. He began his career at the Caisse d’Epargne Orléans before joining Uni-Europe (Axa France) in 1995 and then Aon France (Aon-Sgap) in 1997.

In 2001, Naguib began working at the magazine L’Argus de l’assurance, initially as a journalist and then as Deputy Editor-in-Chief until 2008. In 2009, he worked in communications firms managing a number of projects for major insurance groups, including for television, and created the French charity event Les Foulées de l’assurance. In early 2015, he was appointed head of communications and brand at MetLife France.

In April 2017, Naguib joined SIACI SAINT HONORE as Director of Corporate Communications and became a member of its Executive Committee in 2018.

Yves Buey

Director of Information Systems
Yves Buey boasts around 30 years of experience in the steering of major information systems projects in a variety of contexts, change management and implementation of innovative e-services.

A graduate of the Ecole Polytechnique (class of 1982) and Ecole Nationale des Techniques Avancées (ENSTA ParisTech),Yves Buey has worked for various French ministries (Ministry of Defense, Ministry of Labor and Ministry of Finance & Budget) where he took up the responsibilities of Deputy Director of Finance and IT before becoming Director of Information Systems.

In 2010, Yves Buey was appointed Deputy Director of Information Systems at the Caisse Nationale de l’Assurance Maladie des Travailleurs Salariés (CNAMTS, French National Health Insurance Fund for Salaried Workers) before joining SIACI SAINT HONORE in 2015 to take the helm of all the Group’s information systems.

He was made a Knight of the French Legion of Honor in 2009.

Stéphanie Martin

Director of Markets
Group Development Coordinator
Stéphanie Martin is a graduate of the EM Normandie Business School (France) and began her career as a financial analyst for EDF’s private bank. In 1999, she joined Gras Savoye where she was responsible for coordinating commercial operations in France. She then joined the Direction des marchés (Procurement Department) as Project Manager before taking over its management in 2012.

In 2016, Stéphanie joined SIACI SAINT HONORE as Director of Markets and was appointed Group Development Coordinator in 2017.

In 2018, she became a member of the Executive Committee of SIACI SAINT HONORE with responsibility for group strategy and commercial coordination. In this role she organizes and structures the cross-management of the various business lines through the roll-out of CRM software and coordinates relationships with insurer and reinsurer partners across the group’s activities worldwide.

Serge Pinaud

Director of Human Resources
Serge Pinaud boasts more than 30 years of experience in Human Resources, during which he has defined and implemented Personnel Management strategies and policies.

A law graduate and former student of the Institut d’études politiques of Paris, Serge Pinaud started his career in 1984 in the electronics industry within the Philips Group, where he worked for more than twelve years. He then worked in the IT sector at the CS Group, from 1997 to 2001.

In September 2001, he joined Compagnie de Conseils Saint-Honoré, then, following the merger with SIACI in 2007, SIACI SAINT HONORE, becoming the Group’s Director of Human Resources.
